Focused Intervention Funding (FIF)

Focused Intervention Funding (FIF) was being implemented at the beginning of the Summer Term 2026 following a review of the Local High Needs Funding (LHNF) system.

‘A non-statutory, discretionary funding system designed to support children and young people (CYP) with emerging needs and for CYP who have needs that fall outside the EHCP process.’

 

Application Process for Schools
  • If you wish to submit an application, refer first to the FIF Guidance along with the DSPL9 FIF Information Document.
  • For individual applications use the form linked here
  • For group applications use the form linked here
  • Additional information for FIF Group Applications:

    • As this is HNF we would expect each child to either be on the SEND register or being supported for a SEND/SEMH need.
    • Group applications are for a maximum of 6 children; all children need to be identified in the same form
    • The application MUST identify a specific intervention that meets the needs of all the children within the group
    • The intervention MUST be above OAP and adaptive teaching
    • The length of intervention/funding being requested MUST be identified
    • The application MUST identify the expected impact for those children accessing the group intervention 
  • Applications from schools must be sent to admin@dsplarea9.org.uk
  • You must attend your cluster meeting to present your application.
  • Please note the application deadlines and cluster meeting dates.pplications for Early Years Enhanced Provision Funding (from PVI settings, maintained nurseries and school-based nursery classes) must be sent to DSPL9EYEPF@bournehall.herts.sch.uk.

Applications for Early Years Enhanced Provision Funding (NOT including Reception)

should  be sent to DSPL9EYEPF@bournehall.herts.sch.uk.

EY applications will be considered by the EYs SEND TEAM Panel.

EY applications will not be part of the primary/secondary school clusters.
